Public Strategy of Ukraine’s Development

The Ukraine 3000 Foundation took part in working out a program document titled Manifest of Man: the Program of Principles. A number of analytic centers (the Business Initiatives Public Center, Open Politics Institute, Civil Society Institute, Competitive Society Institute, Institute for Reforms, Laboratory for Legislative Initiatives, Ukraine 3000 International Foundation, Regional Initiatives Foundation, Center for Political Reform and Law-Making, the Tree of Life Human Rights Center, Penta Center for Applied Political Research, Consumers Research Center, and Political Analysis School) together with independent experts initiated the Public Strategy of Ukraine’s Development open project basing upon their common understanding that the time has come when the Ukrainian community can and should suggest its own approach toward working out a strategy of Ukraine’s future development.

Every national organization (analytical center, public association, etc.) or independent expert could freely become members of the project or freely leave it. Major decisions were made by the project’s Council, where every member had a right to vote. The Public Strategy of Ukraine’s Development project was based primarily on its participants’ own resources.

During the project’s first stage, a series of focus groups was conducted in Ukraine’s oblasts (Kharkiv, Zaporizhzhia, Ivano-Frankivsk, Lviv, and Donetsk), where the idea of the public strategy, its principles and possible components were discussed and the project’s website created. Basing on the results, the project participants prepared a draft Public Strategy of Ukraine’s Development titled Manifest of Man: the Program of Principles.

In the project’s second stage, a series of round tables was held in Ukraine’s oblasts (Kharkiv, Poltava, Simferopol, Uzhgorod), conducting a public discussion of the draft Public Strategy to receive comments and proposals. The final version of the Manifest of Man was published as a separate brochure (sponsored by the Konrad Adenauer Fund Representation) and also in open sources of information. The project’s first stage was concluded by a conference Manifest of Man: the Program of Principles conference held in Kyiv. Over 120 its participants were representing Ukrainian NGOs, political parties, mass media, etc.
